This error occurs when the password for the account in a active directory changes.
If you get this error,
1. Go to IIS.
2. Select the application pool.
3. In the Application pool window, right click on Sharepoint Central Administration V4(V3.29.2011) and select Advanced Settings.
4. A window opens and select the option "Identity" in Process Model heading.
5. Select the option Built-In Account and select Local System as the option from drop down list.
OR
6. You can also select the Custom Account option. Click on Set button. Enter Username as Domain\username(Eg: AD\username) and password and go on clicking OK button.
Now launch the Sharepoint Central Administration and enjoy :)
